Workforce Development
The Technical College System of Georgia, Office of Workforce Development manages the Workforce Innovation and Opportunity Act (WIOA). WIOA is the nation’s principal workforce development legislation, providing funds to address the employment and training needs of dislocated workers, low-income adults, and youth to ultimately help Georgia businesses meet the needs of today and the future.
The Heart of Georgia Altamaha RC serves as the grant recipient for Region 9 and helped organize its administration and implementation in the region. Day-to-day management is provided to the administrative entity, Worksource Heart of Georgia The cornerstone is a customer-friendly One-Stop Center located in each county. WIOA is responsible for training and retraining our potential workforce employees throughout our region. The HOGARC Worksource Development Board (WDB) is responsible for providing policy guidance for the federal WIOA services in the Heart of Georgia Altamaha region.
Every year the key programs that form the pillars of WIOA help millions of job seekers and workers connect to good jobs, and acquire the skills and credentials needed to obtain them. The enactment of WIOA provides an opportunity for reforms to ensure the American Job Center system is job-driven—responding to the needs of employers and preparing workers for jobs that are available now and in the future.

Workforce Development Services Offered
The Workforce Innovation and Opportunity Act (WIOA) Individual Training Accounts (ITA) is designed to help adults ages 18 and over, who are eligible, complete an educational program and become self-sufficient. The ITA Program is designed to help underemployed adults who are determined under income or receive public assistance, unemployed adults who have been unemployed for 7 or more days, and/or dislocated workers who have received notification of lay off due to business closure, downsizing or have been terminated from their previous employment due to no fault of their own.
The customer must be enrolled full time in a Technical School or College, have a GPA of 2.5 or higher, already possess a high school diploma or GED, complete all prerequisite courses, have admissions test scores (Compass, ACT, SAT, etc.) and if required all remedial courses must be completed. WIOA provides services for a maximum of 2 years or $6,000, whichever comes first. (Exceptions are made for customers that are part of a Rapid Response Event)
The ITA’s have two different types of outcomes, Successful (positive) or Unsuccessful (negative). For the Federal Grant to fund the ITA Program, the ITA Program must have “Successful” completions. Requirements must be met in order for the ITA to be considered a successful completion.

The Workforce Innovation and Opportunity Act (WIOA) On-the-Job Training Program (OJT) is designed to help eligible adults who are unemployed or underemployed obtain suitable employment to become self-sufficient. The OJT Program is intended to both:
- Assist customers, who do not possess all the skills needed, to obtain a specific position in which these skills are pertinent. These are customers who, without the assistance of On-the-Job Training, could not otherwise secure these positions and become self-sufficient.
- Relieve the financial burden from employers, by reimbursing a portion of the customer’s salary during training. This is with the understanding that, upon meeting all employer requirements, the customer will be retained as a permanent employee once training is complete.
The Workforce Innovation and Opportunity Act (WIOA) Youth Program is designed to help eligible youth ages 14-24, complete an educational program and become self-sufficient. The Youth Program is designed to help two different categories of youth. Category 1 is youth who are still in high school, known as In School Youth (IS Yth). Category 2 is youth who are not currently attending school, known as Out of School Youth (OS Yth).
The youth have two different types of outcomes, Successful (positive) or Unsuccessful (negative). In order for the Federal Grant to fund the Youth Program, the Youth Program must have “Successful” completions. Both categories have requirements that have to be met in order for the youth to be considered a successful completion.
The Youth Program is designed to help provide training, work experience and tools to assist the youth to become successful in the world.
